Governor Sindh Raises Objections on Sindh Universities & Institutes Amendment Bill 2025

Karachi: (Roshan Sindh) A storm brews in Sindh’s academic landscape as Governor Kamran Khan Tessori sends back the “Sindh Universities & Institutes Amendment Bill 2025” to the Sindh Assembly with strong objections. This move has ignited a heated debate between bureaucracy and academic leadership.

Governor’s Stand – A Scholar Must Lead!

Governor Tessori firmly stated that “According to the Higher Education Commission (HEC) of Pakistan, a Vice-Chancellor must be an academic expert.” He pointed out that other provinces are following the same guidelines, so why should Sindh be an exception?

Can Bureaucrats Lead Universities?

Dismissing the idea, the governor asserted, “PhD scholars possess deep insight into academic leadership, research, and administrative affairs. On the other hand, bureaucrats lack the necessary understanding of student needs, faculty dynamics, and research complexities.”

A Threat to Academic Standards?

Governor Tessori warned that appointing bureaucrats as university heads could lower academic standards and negatively impact research and teaching quality.

A Challenge for the Sindh Government!

Sending a clear message, Governor Tessori urged the Sindh government to reconsider the bill. Will the government heed his concerns, or is this the beginning of a major conflict over the future of Sindh’s higher education? The ball is now in the Sindh Assembly’s court!
